Thirteen months after sending its package of legislative reforms to the Provincial Government for approval of new legislation, City Council still wants to ban corporate and union donations from the next election in Toronto. The rules requested by City Council also include removing the ability of a candidate to carry-over campaign surpluses to future elections, refined spending limits and excluded expenses, and oversight of municipal elections are to be conducted by Elections Ontario. If the Province does not pass legislation before the end of November 2005, the new municipal election rules will not be in force for Toronto's election next year.
